Current Memphis Shelby Crime Commission 2008 Agenda

--The stewardship and coordination of Operation Safe Community, our collaborative model led by the US Attorney, District Attorney General, Sheriff, Police Director, the University of Memphis and Memphis Tomorrow, will continue to be our first priority; now in its second year of a five year effort aimed at continuing to substantially reduce the rate of serious crime in Memphis and Shelby County through the implementation of 15 strategies that focus on virtually every dimension of the justice system, Operation Safe Community has already yielded an average 6% reduction in crime through 2007

--Putting to rest once and for all, the viability (or lack thereof) of a daytime juvenile ordinance aimed at reducing daytime juvenile delinquency, victimization and truancy—With from 14%-23% of daytime crime directly tied to the work of juvenile offenders and the spiraling truancy rates within the Memphis City Schools, we need to find the right solutions and not waste time on answers that will not work—this year our research will answer this question one way or the other and we can move on…

--With public disorder and quality of life offenses (aggressive panhandling, public urination/defecation, disorderly behavior, cruising gridlock and disruption) not only the most pointed to concerns of downtown stakeholders but also the biggest single impediment to the downtown renaissance, we are the lead or shared lead agency in 1) researching the efficacy of an entertainment district curfew for youth, 2) developing a plan for private policing in public places along Main Street, and 3) using best practices nationwide to combat aggressive panhandling locally…it is to us that the Center City Commission and the downtown neighborhood associations routinely turn for this kind of work that has real tactical application…

--At the request of Mayor Wharton, we have been charged with designing a crime reporting system that links firearms violence with public health responses in an effort to zero in on firearm uses, medical responses, preventive measures and comprehensively understanding how to intervene; a best practice nationwide, it is the Crime Commission to which Shelby County turned for a local application…

--At the request of the Sheriff, who turned to Carter Goble Lee consultants to conceptualize the public construction/public management option for a new county jail, the Crime Commission has been asked to review their work and validate their data forecasting; ultimately, whatever option is chosen for a new county jail, the Crime Commission will have played a substantive role in the decision-making process…

--As the journey toward law enforcement consolidation between MPD and SCSO moves forward based on the original work of the Crime Commission in 2003, we will continue to be an objective and fact-based voice to guide those negotiations in the right direction, potentially altering forever the delivery of police services in our community…

--In response to requests from three local large mainstream churches, the Crime Commission will build a public safety template for the community’s houses of worship to reduce the likelihood of tragic violence through the actions of active shooters, in our congregations locally…it was our reputation that convinced each of these mega-churches (or near-mega-churches) to turn to us first for the safety of their parishioners…

-- At the request of the County Commission the Crime Commission will play a significant role in terms of strategic planning and research in a proposed review of the county criminal justice system, an effort undertaken periodically by Shelby County Government to streamline and make the system more efficient and effective in the interest of enhancing the administration of justice in the greater Memphis area...
